Release workflow

In an attempt to lower the amount of effort required to post to the various news channels (alerts mailing list, blog, social media accounts) I'd like to propose that we codify the release process to use Github's release system.

We already do this to some degree, but we need to agree on how to do the following:
  • Release notes associated with (all future) releases.
  • A way to separate prereleases from releases (I can use Yahoo Pipes if need be).
  • Do we want to only push signed releases and if so how do we handle that?
DNS is much more than a key->value datastore.

About deterministic builds:

The libcoin code is building with gitian linux 32 and 64 bit, there needs to be more work done to build mac and windows versions to.

I assume you're using my Gitian descriptors, right? Are you interested in adapting them to support OS X and/or Windows? I was intending to work on that but I've been busy lately, so any help would be greatly appreciated.
